Noida property buyers: How to handle surprise charges?

Visited New Tech Group's project in Sector 45 yesterday. Brochure price looked good, but then agent started adding stuff. PLC, maintenance advance, electricity connection charges, parking... matlab yeh sab pehle kyun nahi batate? It's like a whole different figure altogether. My budget was around ₹80L, but with all these 'extra' costs, it's easily hitting ₹95L. Honestly, I'm feeling so frustrated. Is this normal in Noida? Can we even negotiate on these hidden charges?
