NRI investing in Noida 152 - legal headaches!

Based in Dubai, I'm looking at property in Sector 152. Heard good things about the green spaces. But, honestly, the legal side scares me. Can't easily visit. Is there any builder to avoid specifically? Also, how reliable is the power situation actually? Need property managers too. Any recs?
