NRI stuck in Dubai: Noida investment dilemma!

Based in Dubai, planning to invest in Noida. Can't visit, so relying on you guys. Confused between under-construction with Yam Construction Pvt Ltd in Sector 30 vs ready-to-move. Under-construction is cheaper, but RERA mein bhi darr lagta hai. Ready-to-move means immediate rental income, but higher EMI. My budget is tight. Need a property manager too. Which one would you pick and why? Koi power of attorney ka scene hai kya?
