PRR delays: just hype for builders?

Is the PRR actually happening in any useful timeframe, or is it just builder marketing for places like Vakil Garden City? Everyone talks infra driving appreciation, but these projects get delayed endlessly. I'm in real estate, but even I can't get clear Metro Phase 3 timelines. Are we buying into just future promises? Change my mind.
