Pune property search: UC or RTM, and which BHK?

Visited a few projects in Wagholi and Hinjewadi last weekend. Landlord just hiked rent again, I'm so fed up of renting, seriously considering buying. I'm torn between under-construction and ready-to-move. Heard too many RERA horror stories; is it safer to just pay more for RTM? Also, confused between 2BHK and 3BHK for investment. My budget is around ₹90L. Will a 2BHK in Baner give better rental yield and appreciation than a 3BHK in Wagholi? Need advice on builders like Kolte-Patil or Godrej.
