Rajkot's PLC & floor rise are just a money grab, right?

₹95 lakh for a 3BHK near Mota Mava, and then they hit you with PLC and floor rise premium – it's just not right. My kids have moved out, I'm selling my big house, just want a compact 2BHK on a lower floor. But builders like Balaji Group are adding 5-7 lakh for some 'preferential' view ya higher floor. Matlab, what's the point? Is this standard practice in Rajkot? Aur yeh sab negotiable bhi hota hai kya?
