Ready to move or under construction? I'm confused, help!

Need a bigger place ASAP, kids' school admission is getting closer. Everyone glorifies ready-to-move flats, but the EMIs are insane! Under-construction projects like JMD Construction in Sector 86 are cheaper, but RERA horror stories scare me. Is it worth the risk to save some money? My wife's priority is a safe neighbourhood. Safe for the children is important. Should I just bite the bullet and pay more for peace of mind? Change my mind. Disagree? Tell me why.
