RERA complaints for builder delays are just a paper tiger

Just moved into my KNS Infrastructure flat near Electronic City last month, aur builder-buyer agreement ka reality hit kar raha hai. Possession 6 months late tha, aur penalty clauses toh sirf naam ke hain. They made us sign jo unko chahiye. RERA mein complain bhi kiya, but builder bolta hai 'force majeure'. Honestly, is RERA really effective for these issues? Meri toh poori EMI ja rahi hai bina proper amenities ke. What legal options do we actually have?
