RERA is just paperwork for absentee investors, change my mind.

Are RERA complaints actually effective, or just paperwork for NRI investors like me in Dubai? I'm looking at a property in Noida Extension, but can't do site inspections. How do you ensure clear title without being there? Worried about hidden encumbrances or builder-buyer agreement traps. What's your experience?
