RERA is useless for project delays?

Did a site visit to MNG Smart Villa last weekend in Ghaziabad. Bluezone Developers looks decent, but I'm super new to this. My parents keep saying check everything twice. How do you guys actually verify a builder's legal track record and RERA registration? And what if they delay possession? What are my real options under RERA?
