Resale deals in Chandigarh: Negotiation is a pipe dream.

Honestly, I'm finding the secondary market in Chandigarh way more complex than I expected. I thought resale deals in Sector 49 or Mohali would offer more negotiation room than new builder projects. But it feels like sellers are also rigid. Can you actually get a significantly better price in resale? How much bargaining is realistic here?
