Resale flats in Mohali offer better value than new projects.

Budget finalised, loan pre-approved — now stuck on which sector. I'm checking out some resale 2BHKs in Mohali, Sector 70, around ₹85L. Is it easier to negotiate prices on these compared to new projects from Godrej or Omaxe? Should I expect different hidden costs for secondary market purchases here?
