Resale in Sector 28: finding the real deal?

Sector 28 keeps popping up. I'm eyeing some resale 2BHKs there, maybe a Rising Group project. As an investor, can I actually negotiate more on secondary market deals than new? Do PLCs still factor into resale pricing? Need to find real value here.
