Rohini 2BHK: Price negotiation and hidden costs confusion

Okay, I'm finally fed up of renting. Seriously considering a 2BHK in Sector 9 Rohini, maybe from Antarctica Properties, around ₹1.5Cr. My big question: how much can an investor realistically negotiate off the listed price in New Delhi? Also, what hidden charges should I absolutely look out for beyond stamp duty?
