Salarpur Khadar: Cleanliness and safety - real picture?

I'm based in Dubai and looking at investing in Salarpur Khadar. Can't do a site visit myself right now. How's the safety situation, especially at night? I keep hearing mixed reviews. Also, what about the stray dog issue and general cleanliness? Is it actually as bad as some online forums claim? Need to appoint a property manager, but I'm honestly not sure if it's worth the risk. Any insights? Has anyone else faced this?
