Sector 130: Waterlogging during monsoon, is it bad?

Last July, Sector 130 seemed completely flooded after just one heavy rain. Roads were totally submerged, honestly. I'm considering buying a flat there, but ab samajh nahi aa raha. Does this happen every year? Also, what about the stray dog situation? I saw quite a few roaming around. Is it safe for kids playing outside? Should I look at other sectors instead?
