Sector 15 upgrade: Is the price jump worth it?

Currently in a 2BHK in Sector 15, Noida. Thinking of upgrading to a 3BHK, maybe even a villa. But the prices! Is it worth the jump? Has anyone faced waterlogging issues during the rains here? Also, what's the real deal with safety at night? Already have a home loan, so EMI is a big factor.
