Sector 157: Finally buying, but is it the right call?

Fed up of renting, landlord raised rent again! Sector 157 looks promising, near my office. But is the investment potential good? I'm hearing mixed reviews. Also, what's the real deal with water supply there? Anyone living there, please share your experience!
