Sector 27: Investing from Dubai, confused about resale

Sector 27 mein investment karna hai, I'm based in Dubai and can't easily visit. Thinking of buying a resale property there, but confused between two options. One is a builder floor near the metro. Good connectivity is important. The other is an older independent house, needs renovation. I'm worried about waterlogging during monsoon. Heard Sector 27 has some issues. Also, resale mein legal issues ka darr hai. Need a property manager too. Which one would you pick, considering I need good rental income and easy resale in 3-5 years?
