Sector 37 Noida — resale vs new build?

Okay, I'm based in Dubai and looking at Sector 37, Noida. Seeing some older builder floors for resale. Cheaper, sure, but what's the catch? Any hidden costs after moving in? Is the RWA actually effective or just a money grab? Can't do a site visit myself, so need the real story. Thanks!
