Sector 39 flat: resale or new construction?

I work in real estate but buying for myself is different! Sector 39 mein, resale flats are cheaper, but OC milna mushkil hai. New constructions offer better amenities, but super area vs carpet area games are confusing. Investment potential bhi dekhna hai. What would you pick?
