Sector 51 Noida: RWA fees worth it?

I'm based in Dubai and considering Sector 51 for investment. Heard the RWA maintenance is high. Is it actually worth it? Do they keep the area clean and safe? Also, how's the water situation? Municipal supply reliable or mostly tanker-dependent? Can't visit myself, need ground truth. Any insights?
