Sector 68: Investment or living? Confused!

Sector 68 mein flat dekh raha hu. I work in real estate, so I know the super area vs carpet area games. Investment ke liye sahi hai kya? I'm thinking resale value after 3-4 years. Or should I just rent it out? Also, how's the water situation there, honestly? Heard some complaints. What does the community think, rent or buy for investment?
