Sector 81's water situation is worse than builders admit

I bought a flat in Sector 81 last year thinking it'd be a good investment. But honestly, the water supply is a headache. Municipal water is irregular, and we're often dependent on tankers. Builder promised 24x7 supply, but woh toh jhoot nikla. Has anyone else faced this? I'm thinking of installing a rainwater harvesting system. Is it worth the cost in the long run? Or should I complain to the RWA again?
