Singasandra property: Is the premium really justified?

Singasandra property prices feel totally out of sync with its current infrastructure. I'm in a 2BHK now, looking at 3BHKs around ₹1.5 Cr here, but the traffic near Hosa Road is a nightmare. Is the appreciation potential really that great in 3-5 years? And what about water supply, is it dependable? Not sure if the price jump is worth it here given these concerns.
