Spot discounts in Bengaluru: Builder says no, but what's the truth?

Did a site visit to Prestige projects in Sarjapur Road last Saturday. Builder claims 'no negotiation' on their 3BHKs, fixed price policy hai. But I'm skeptical. Is it just a facade? I'm upgrading from my 2BHK in Whitefield. Brokers claim they can get spot discounts through their 'connections'. Kitna true hai yeh? I don't want to overpay. Change my mind if I'm wrong.
