The 'final' cost that isn't final in Greater Noida?

Since last year I've been looking at properties in Sector 142, mainly for investment. I'm based in Dubai, so it's tough to get ground truth. KCC Contractors quoted me ₹95L for a 2BHK there, but I'm worried about hidden charges. What are the actual 'all-in' costs people faced at possession? Beyond stamp duty and registration, are there other big surprises? Like, extra PLC or utility connection fees? Feels like they always lowball the initial quote. Should I just factor in an extra 10-15% on top of everything?
