Under-construction in Delhi: My real delivery and budget fears

Under-construction projects in Delhi genuinely make me nervous. Chaudhary Realtors has a decent looking place, but what's the actual delivery risk? My parents keep pushing for resale in East of Kailash for safety. Also, how much extra should I budget beyond the property price for stamp duty, interiors, all that? Honestly, it feels like a black hole.
