Under-construction projects are still a HUGE gamble, right?

Need to upgrade to a 3BHK asap for the kids, but I'm honestly confused. Everyone says Noida is good ROI, but where exactly? My wife's priority is a safe area near a good school. Gulmohar Estate seems nice, but it's pricey. I'm looking at under-construction projects to save some money, but after reading so many horror stories about delayed possessions, I'm scared. Kya kisi ko pata hai about JMD Construction's track record? Are they reliable with timelines? Should I just bite the bullet and go for ready-to-move? Or am I being too paranoid? Is the pre-launch discount actually worth the risk or is it just a marketing trap? Need advice, please! I don't want to regret this later. Safe investment chahiye.
