Under-construction: What to actually check at site visits

Honestly, not sure if I'm looking at things right, but site visits for Ansal Aastha Mig Zone have me confused. Under-construction quality mein kya dekhte hain? Concrete finish, wiring, plumbing, kya check karna chahiye?
