Visited Omaxe New Chandigarh – extra charges confused me

Did a site visit to Omaxe New Chandigarh last weekend. Saw a 3BHK for about ₹90L, but then they mentioned PLC and floor rise. Honestly, I had no idea these add so much. For a 4th floor unit, they quoted almost ₹3L extra just for floor rise! Plus PLC for a park-facing unit. My budget was around ₹90L all-in. Is this normal? How much more do these really add to the final cost in Mohali or Zirakpur? Are these premiums actually worth it for resale later?
