For 1.2 Cr, you definitely deserve better than plaster cracks. Have you checked out any projects by Mahagun or Supertech? I know Supertech has had its issues, but some of their older projects in Alpha II, Greater Noida, have a decent reputation. But again, you need to be very careful with due diligence. Don't rush into anything.
That investor-to-end-user ratio is my biggest fear. If it's mostly investors, then maintenance will suffer and the community won't develop properly. What's a good ratio to look for, realistically?

Maine RERA mein case daala, aur 6-8 mahine baad builder par penalty lagi. Uske baad hi unhone serious hona shuru kiya. So, yes, it helps, but be prepared for a fight. Don't expect quick results.
